Peter Dunkelberger, MBA, CPA,
Chief Financial Officer, has more than thirty years experience as financial executive for commercial and not-for-profit enterprises. At MSD, Mr. Dunkelberger manages accounting, human resources, information technology, and administrative services, and supervises local field accounting staff. He has extensive government contracting experience, including contract administration, grants management, cost accounting, and the formulation of budgets for competitive bidding/cost proposals.
Rick Gold, MPA,
Senior Program Manager, is a rule of law and democracy expert with specialties in access to justice, gender justice, post-conflict rule of law and anti-corruption. A former USAID Foreign Service Officer, he oversaw worldwide rule of law programming in the Agency’s Democracy and Governance Office, where he finalized USAID’s rule of law strategic framework, initiated pilot activities in legal empowerment of the poor and non-state justice and promoted the integration of police training into democracy programming. As Director of the Egypt Mission’s Democracy Office, he put into place programs that improved civil/commercial, family, criminal and administrative courts; integrated women into the judiciary; improved human rights; increased budget transparency; and prevented violence against women and children. In Egypt, he also designed and oversaw a grant mechanism that funded the work of dozens of nongovernmental organizations to promote human rights, legal defense, freedom-of-information, political reform, fair elections and a stronger and more independent civil society. Rick has guided the development and implementation of rule of law and anti-corruption programs in Africa, Asia, the Middle East, Europe and Eurasia. He is fluent in French. As MSD Senior Program Manager, he is responsible for the expansion of programs in the Middle East, Africa and francophone countries.
Bertra McGann, MA,
Director of Business Development, is a development professional with more than ten years experience as a technical writer and proposal manager in the private sector and with international organizations. She served ten years as a Legislative Assistant on Capitol Hill, and subsequently as a corporate lobbyist. She received the State Department’s Meritorious Honor Award for her support to the management team of the then-largest embassy in Africa. She was a lead researcher for UNICEF publications on early childhood development and the impact of war on children. She brings academic training in economics and development assistance planning, and experience in legislative procedure, advocacy, and public policy. She is responsible for strategic partnerships, recruitment, and projecting the MSD brand.
Ronald A. West, MA,
Senior Program Manager, has extensive experience in police training and security reform in countries in transition. He has worked as a crime and violence prevention expert in Jamaica, the Philippines, and East Timor, and most recently served as the Chief of Party for the duration of USAID/Guatemala’s Community-Based Policing Program. He designs methodologies, technical activities, and monitoring and evaluation plans for crime and violence reduction projects, with a focus on civic and community participation. Mr. West has trained members of the Guatemalan and Philippine national police, elected officials, and community members in the democratic development of police and community-based policing, and has interacted extensively with at-risk youth and youth gang members in programs that train police, provide school mentoring, and develop community infrastructure. A former police officer, Mr. West has researched and published works on police accountability and national justice system institutions versus traditional practices in dispute resolution and conflict mitigation. He is fluent in French and Spanish, and conversant in Portuguese.
