Alfredo Cuellar, Jr., Ph.D.,
MSD Founder and President, began his career in international development with USAID and brings more than twenty five years experience in program design and implementation. Dr. Cuellar is a multilingual former Foreign Service Officer, and former political science professor at the Claremont Colleges in California. He combines strong academic perspectives with comprehensive field experience in social justice, human rights, and access to justice issues. Dr. Cuellar continues to be an active leader in building local capacity to promote and sustain justice sector reforms, build a culture of respect for the rule of law, and protect the rights of marginalized populations throughout Latin America.
Helen Muñoz-Baras, Ph.D.,
Executive Vice President, is a multilingual social scientist, and expert in organizational change. She brings more than twenty-five years experience in public health management and service delivery in marginalized communities. Dr. Muñoz-Baras provides in-house capacity in public health administration, HIV/AIDS prevention and treatment, mental health, substance abuse, maternal and child health, gender equity, and community service organizational leadership and effectiveness. Dr. Muñoz-Baras' doctoral research on community-based organizations and managed health care, and her experience as an Annie E. Casey fellow, illustrate her commitment to giving voice to marginalized population groups. She is responsible for daily operations at MSD headquarters.
Tony Cardona, MS, MA,
Chief Operating Officer, is a former US Air Force Lieutenant Colonel with more than 25 years experience – including ten years as an Inspector General and five years with primary responsibility for logistics - in program management, systems design, and contract administration. Mr. Cardona brings expertise in government contracting and works to instill transparency, accountability, and due diligence in the administration of USAID contracts. He is responsible for strategic planning and organizational development at MSD.
